Reform Plan approved in Lisbon by the European Council in March 2000. It is based on innovation, learning, economy, and social and environmental renewal (the environmental part was added at the European Council meeting in June 2001, when the Göteborg strategy on sustainable development was set out). It aims to make Europe "the most dynamic and competitive knowledge-based economy in the world" by 2010 (Lisbon European Council, 2000).
